I found out that thing is more expansive to be asked simply in ShoutBox.

So, you know I roleplay a smuggler. BUT, the problem is one of FR5 forms - the -1.0 (I will refer to it as Hard FR5) rephack which is a total hostility in said house. This may create a lot of problems, because there are several IDs that CANNOT make e.g. DSE friendly to you even if you have a bribe. This said, Hard FR5 is quite destructive when it comes to activity.

If memory serves me right, yet another problem is the price of commodities. When X player is having Hard FR5, he or she must take cargo from other place, most possibly for a doubled price. Not only that, but the route is usually also leghted making profits even less profitable. While I agree with Soft FR5 that can be backed up by a bribe - the problem is Hard FR5 - a total rephack, making you no-no in the house as usually it is authority that rephack you. Moreover! The problem also is that sometimes the commodity cannot be sold into other place but the lawful base or on a planet, while player e.g. roleplay that he moves X commodity to Y place.

While I agree it makes sense, it actually kills the activity, as smugglers move to another house, leaving the house in which Hard FR5 occured. It means: less smuggling activity in this house. Which then turns into less work for Police/Navy factions. What we got in the end? Less activity. And less activity, well, is pretty unwanted. We also could keep the idea of FR5, giving every planet (as they are usually target of contraband drop) a satelite with Freelancer ID.

So, question is, wouldn't Kill/Capture-On-Sight, instead of enforcing FR5, be more valiable for smuggler-police interaction? I'd love see to be rather chased by angry players rather than risk one angry NPC insta-kills small freighter with one shot.

Edit: House Authorities issuing bounties instead of FR5 itself would also be more fun.
