No no no... i will try to specify:
1. ALL systems NEED to have pirates hehehehe, they are a really important part in the interaction, OVERALL into Pennsylvania and interacting with new players. Newbies will learn Roleplaying 2. The problem ARE NOT the usual experimented pirates, mainly they are perfectly fair... with fair taxes and good RolePlaying, PERFECT! Experienced pirates will teach better!. 3. The problem ARE THOSE trollers... annoyers... abusers of smallers, this is why im asking to admins to keep two EYES in Pennsylvania... the abuse behaviour is taking presence there already.
4. My idea is only in sector E-4 (see the image) based in the rule 5:

Take an active part in a roleplay interaction.

In this way, i think newbies will have more chances against those abusers just shouting no sense words about rules.
[EDIT]: Note, for all those players with more than 50 level... everything will still as now. The sense is protecting new players.
