Almost all of these problems are fixed by

A) Updating the penal code.
B) Killing the Omicron Minor Jumphole (and possibly making up for it by putting in a jumphole to Iota or 99, both being suicide to enter with a smuggling ship)

Or adding a Liberty Guard dreadnought at the om minor hole in Alaska.
And better enforcing RP on the part of LSF/SA.

So basically it's just another way for the 'player' factions to force their control on everyone else.

Now are you starting to see why everyone has a problem with the SA/LSF?

Perhaps move the LSF ID to another place other than alaska? I mean that way others can buy the ID, and the SA/LSF won't feel as if "their system" is being threatened.

It fits into RP not to have in Alaska, as Juni never went to Alaska to become LSF.
