As I said above yes it's good, but so is a lot of ships with free reign. Plus...the entire point of the damn ship is its RECONNAISSANCE. Why should we waste materials on a Bustard when we have something MADE for what we are wanting?
Bustard? Too much materials. Transport? Can't survive in many areas. Corvo? Sure, that's now an option by why are we forced to go outside our capline when it literally says RECON CRUISER.
Gunboat? Sure we use that. But it says RECON. CRUISER.
If you want it solely for PVP, you should just leave it in the Omicrons and let the real roleplayers free.

Whilst that is a good point, Order ID is an excellent PvP ID. It's a Sirius wide both terrorist and counter-terrorist ID. You can pretty much shoot anything. I think an allowance like this would just be too obvious and too rewarding of a PvP tool.

HERE. Add a line "can only engage in self defense in systems that posess a jumpgate" ensuring only Order| ID ships can engage on whim.
