I don't see much issue with this. It should be mandatory to add the line 'can only attack in self-defense' for Reshephs outside the Omicrons, though. Any people abusing this via engagement-baiting or otherwise can be sanctioned individually. And besides, Nyx, being able to engage <20% of factions does not really count as "can practically anything". Even the Core has more enemies to shoot.
