The Order ID and Reshephs

Isn't Order ID good enough? It can attack anything, anywhere. You want to do recon with that ship? Get SRP that grants allowance.

Read the op again. He's asking for Reseph to be allowed to go anywhere, yes, but he's also suggesting for it to shoot only in self defence outside of ZoI. So no, in that case it cannot attack anything, anywhere.

Seeing as quite a few factions tend to go outside of their ZoI with capital ships recently for whatever reason, I don't see why Order shouldn't get 1 ship which ironically has Recon in its name to be allowed to move freely.

I read it. And those few factions do have ZoI limits, unlike Order. And those factions can't engage anyone.

Granted, if someone really wants to do Recon, they can provide plentiful of quality roleplay for SRP ID. Like players have done in the past rather than demanding/suggesting whole ID to be adapted.
