Good point. Factions are asking for expanded ZoI without any visible effort towards that end. Along other few things.

I'd disagree. At least for most cases. Factions asking for expanded ZoI in that thread are doing so with RP justification (which is actually the basis for ZoI expansion perks). Or it's to remedy an error that proves detrimental to their activity or lore. Faction perks should be used for additions, not for trying to fix problems that honestly should be done via a Player request (but the staff can be very picky if it's not labelled as a perk). Hence why in my opinion it's entirely suitable for people to be proposing IDs to fix aforementioned problems.

Of course, it's the staff who decide at the end of the day what floats and what doesn't.
