well depends on the definition of unlawful,

piracy is an unlawful act by house governments,
because it is against the law,

smuggling is as well within those houses against the law thus an unlawful act,

think of the country you live in, it has laws in place, some countries ban prostitution,
meaning if you prostitute you are acting against the law aka unlawfull

hopefully that clarifies the "cannot participate in unlawful actions" part

I agree, but it becomes complex to apply in game since for smuggling you have to know the status of all commodities in every Sirius region.
In my opinion each statement of the ID must short and be easy to apply without the need to go on the forums for additional information.
