"Bounty Hunters Guild ID

The Bounty Hunters Guild is a well-established mercenary group who specialise in hunting down criminals and terrorists. -Cannot fulfill unlawful or Gallic lawful bounty and escort contracts
-Cannot use any transports with more than 4,300 cargo
-Cannot participate in unlawful actions except as described above

"Unione Corse ID

The Unione Corse is a highly organized quasi-lawful criminal syndicate within Gallia which focuses on smuggling and controlling the black market in Gallia while operating primarily legal trade to cover its tracks. The Corse also do mercenary work for many groups, and are rumored to pirate hostile groups but generally do not attack targets inside Gallia. They are rumored to control the distribution of the Nox narcotic and production of Hypnotainment Bands, which are illegal in Gallia and Kusari. They are most closely allied with the Maquis and Gallic Brigands.

Pilot carrying this quasi-lawful ID is a member of Unione Corse who:

Is allowed to do the following anywhere:
-Can trade
-Can defend itself and ships with the same affiliation
-Can fulfill any bounty and escort contracts
-Can treat transports as combat targets when executing a bounty or escort contract against them

Is allowed to do the following within their Zone of Influence:
-Can attack lawfuls, unlawfuls and quasi-lawfuls in self-defense, to protect an allied or neutral lawful or quasi-lawful ship, or in defense of a base of the same affiliation
-Can demand contraband and levy fines against ships in violation of the laws of the Gallia, then attack them if they refuse to comply, but within Gallia sovereign house space only. Ships belonging to the Maquis are exempted from this
-Can demand cargo and credits from ships, then attack them if they refuse to comply, but outside of Gallic sovereign house space only

Is not allowed to do the following:
-Cannot use any transport with more than 4,300 cargo

I don't believe it would be appropriate to have any faction with the capability to outdo the Bounty Hunters Guild in terms of bounty hunting allowances. UC is just one of the (maybe the only one proposed) situations.
Sure thing BHG can do only lawful (and Council) bounties, but others who are able to take the unlawful side should be limited by a zoi at least.

Impy noticed a similar situation on my Hogosha proposal, which I'm on the way to fix.

The thing is, the UC are Gallia's BHG, even lawful-wise.
