Sand_Spider has it right, but he doesn't quite nail the problem on the head - good players can still hit each other. This is a problem that affects snub/fighter PvP as a whole (obviously), but the tiny size of Kusari HFs makes it much worse. Not only does pure fighter PvP in Kusari have a higher skill floor for effectiveness than any other house, but bombers are near-extinct due to the difficulty in defending oneself from Chimaera-and-clones attacking you. The Lynx, Guardian, Templar and Wraith are all relatively on the same level when it comes to landing a SNAC (or at least threatening to), but someone in a Kusari HF will never ever eat a SNAC if they keep their wits about them.
In short, this leads to the House's PvP activity revolving almost entirely around the same set of small, high-skill-floor snubs. Flying a Sabre or Raijin into Kusari groupfights is a death sentence if you meet a competent force of Chimaeras or similar in response, particularly if they are using Sunfrenzies/Daitos.
I don't even. To not derail this thread and talk about balance I'll just say this:
Blaming the chimaera for lacking activity in Kusari is simply wrong. Claiming that flying VHFs in Kusari is impossible is wrong as well. Same with bombers.
This community simply has formed an opinion about Kusari that dates back to about 4.85/4.86 which gets perpetuated everytime a thread like this touches on the subject. You'll hear stuff like the ships being too small, the ships being too op, everybody just talks in japanese there, it's dead anyway so why would I bother with it, the place is too racist and so on and so on. The people saying this are the ones that haven't spent a significant amount of time in Kusari of course, at least in recent mod versions.
I don't know why people are not interested in Kusari, but I assume it is because Kusari was simply pushed aside after gallia invaded and forgotten. A civil war is all nice and well, but just with story development you won't get people to make ships there. It simply generates no hype, unlike something shiny and new like the omicron update. Additionally, Kusari is so devoid of any significant community drama that it doesn't even have a presence in any forum discussions and much less in people's minds.
