Current restricted cargo licensing system may look complex at first glance, but it is actually quite easy. Current form is a compromise between effort to minimize security risks which stems from transportation of cargo which should stay away from hands of criminals and terrorists, and intent to allow business with this cargo by trustworthy parties, mainly to help Rheinland economy by increasing export. Result is that we allow transportation of such cargo only on specific routes and not everywhere. For example if someone wishes to export military vehicles of Rheinland origin, which are manufactured mainly on planet Nuremberg, to Kusari, then there is no reason he should be flying with it in Hamburg or Stuttgart systems. The longer route is taken, the higher is risk that some criminals will ambush the transport somewhere and take the cargo by force.
Thus when you declared intention to export commodities to Kusari and possibly Gallia, to which the shortest route leads through Kusari anyway when comming from Rheinland, we allowed the transportation in systems according to the mentioned policy. Thus current license allows Hogosha Association transportation of following commodities in following systems:
Blue Jillies in systems Frankfurt, New Berlin and Stuttgart
Military Vehicles in systems Frankfurt and Munich
Nuclear Devices in Frankfurt system
The reason why we requested list of from to where and via which route requested commodities will be transported was simply to check if this is correct. Feel free to bring justified request for adjustment of course.
Anyway, to the two remaining commodities. Regarding light arms, you confirmed our assumption that you do not actually need license for it. This commodity is mostly of Liberty origin and would be only transported through Rheinland space elsewhere in majority of cases, what brings security risk but without any gain for Rheinland. If this will somehow change, you can again request change of your license when there will be real reason for it.
Similar description actually fits to plutonium as well, however we are aware that abuse of it for any criminal activities is much more difficult than in case of light arms. But we still need to know from to where and via which route you plan to transport it, so we can consider it and give you permission for specific system according to policy which I explained above.
