Why doesn't GRN have ZoI in California yet?

Plot armour, most likely.

Exactly. Liberty, Bretonia, both have the mystical Plot Armor. Well, Bretonia has lack of ways to get the majority of GRN's fleet into New London, but anyways.


Plot armor is the major problem of the mod, sadly. But it's a moot point.
