A serious social one. However, it would be small scale, in the periphery of the desert (like we rp it).

That file of your is kind of not a very realistic depiction, especially as in the short time frame it is impossible to tame everything and to settle 50 % with cities, etc. Takes longer, but that does not really matter tbh for the rp. With the Core going tough on Zoners/Sair population after the FP11 debacle, there is resistance. It would happen in reality, 100 %. And we rp on that realistic assumption.
And I do not understand large parts of what you are saying, but perhaps take into consideration that not everybody is here to play Command&Conquer, wants to take planets, wants to have them 100 % under control, wants to exclude everybody else and drown out/suffocate all rp there. That's not going to happen. Sorry. There is no rule that forbids anybody to rp something on a planet, especially if it is clear that it is not aimed at taking over control, or even contesting the 90 % control that Core would ofc have on Nauru. Some far out desert villages, shabby mines, etc... some resistance that is fueled by outside forces? I think that this cool, realistic rp, and actually quite a few people have shown interest and are doing this.
I can only repeat: participate. Write interesting scenes. And, for God's sake... relax. No one is taking anything from you.
