Freelancer, for the most part, is a distopian future, where the value of the human life is not really regarded as being much. You see this during the singleplayer campaign and you see this by reading about the ingame lore. There is no reason to arrest a criminal in the Freelancer universe. There is no such thing as rehabilitation for criminals. They are either slaved or they are killed - preferably the later.
