The quality and amount of roleplay has, generally, stayed the same. It is just that most of our older-standing community members cannot dedicate as much time to it anymore.
That probably is a big part of it and another factor is probably that the playerbase in general is just smaller. So percentage-wise it's probably still the same amount of quality RP but you just encounter it a lot less especially since players seem to cluster around certain central systems and you can't really go there as an unlawful without half the people there trying to blow you apart simply for being there.
