Reapers in Poole?

These are systems were the reapers having a base doesn't actually make any difference though right? I mean, ok they can base ships out of there, but if they are having good rep and working for lawful at wasn't an issue anyway. If they are there to provide trade routes for the reapers, then why not have the trade routes going into Cayman to help Brallian economy? Wouldn't it be more thematic and rp-driven to have to apply or f or purchase hanger space in lawful bases? That would emphasise actual RP between reapers and lawful houses to act on there stated aims whilst creating some activity - whether ingame or on forums.

What are these two bases actually contributing to help Reapers achieve their approval apart from more pixels being labelled Reaper?
