I would not say that your post reflects all the police rp. RFP| for example also handles forums work regarding registration of POBS and cargo license.
Which means that this also leads to more interaction with other players, but this depends on the interest of the other side.

Moreover, you can also start and get yourself bribed from time to time. LPI and RFP are according lore the best for this because of economic reasons in their houses.
I have let myself get bribed a few times on my RFP| Oberst. Ask @Doria or @Pavel . I am sure they remember a few situations like that.
