Thank you for raising this. It seems to became pretty important question. Old routes changed. Freeport 9 is a bit too remote now.

From my standpoint, Newport, Sigma-13 would be preferable as a new HQ location and fleet base. First, it has connections to two major house spaces. Second, there're much less contest around 13th Sigma than 15th. This will spare us from unnecessary conflicts at least to some extent.

So, my vote is for Newport.
