I think the reason gallia is unpopulated is because there is no reason to go there. The only reason there are so many people in Liberty is because:

1] Liberty is where you start out and are forced to be in.
2] It is the centre of many trade routes.

The only reason someone would want to go into gallia is to RP a council or GRN or whatever..But because there are no trade routes there is limited action and people to stimulate RP oppurtunitys.

Gallia may be layed out like a string at the moment, but I have a feeling in later versions it will be more compacted in the core systems.

I have an idea to populate Gallia though. Put something really big behind it, something everyone will want to go to. Make players from sirius allowed to transit and stay in Gallia, but get stopped by the GRN. What you do, is you put SOL behind gallia.
