Smugglers not only face fines if captured, but they are - from a piracy point of view, the only ''traders'' who get ''pirated'' for cash in the form of a fine AND have their cargo removed as well. And unlike regular traders, they also need to deal with FR5s via a lot of reputation shenanigans after it comes through. Smuggling is not comparable to usual means of cargo running these days.

I know it's a very specific case here, but would a Planetform ship be able to be pirated by the Gaians for cash and full cargo and not get sanctioned?

In general though, I agree that smuggling is not as profitable as it should be. I think bumping up profits to force more people into it might drive up activity by bringing more police-esque characters on the server to catch them.
