Simple as that.
Until they break their silence and present their decision, the situation is unchanged.
Therefore, there is no reason for the opposition to move until there is a proposal for solution by the staff.
Once that is given, the community can react (in the best case by calling off strikes/opposition/...), depending fully on the acceptablity of the decision.
