I disagree, as if you do that, then there would always be a small fleet blocking the smuggling points and you would only be able to make 'honest' profit during the times when they are distracted by something like a capship or another.
That's the sense behind a blockade. I would rather have them block the entrances which could cause pews in addition to trading then having them block Barrier Gate/Kodiak with caps.
