I am pleased to see that you atleast got this done without much Nomad influence in it.
But it isn't fully clean of it:

You must be joking. So you wish to evict or execute allys of ours who get threatened by the Nomads just for not being all calm when they get threats thrown at them? Ridiculous.
Hostile interactions. Yes. I understand this point but disrespectful? Why should anyone have respect for something that is killing our allies and only doesn't touch us because of the Orange Dream?

Next point:

"§2.2; Denying orders or punishment imposed by the National Council or any Maltese individual may result in judgement of higher fines, arrest or even summary execution."

Another nice joke you pull off there. Denying the orders of the National Council. Agreed. A no-go.
Individual lower class Maltese being able to order allies or friendly units in Maltese space around? This is a no-go too you know?
No way people will accept this. The first one who executes someone for not listening to some lower class one will get teared apart by myself. I promise you.
Listen to my advice. Atleast about paragraph 2.2. Trust me it will do good to you.
