I must agree with Wesker here, taking over a mining field, outside of house space, and antagonizing all the other parties in return is "asking for it".
On the other hand, the extortion tax is way too big, people would have to sacrifice free time to grind credits just so they can keep paying it.
This causes ooRP problems for some people, because they either sacrifice their real life time to pay your tax, or they loose their base.
It kinda goes against:
4.2 Demands should be reasonable and only one monetary or cargo demand can be issued during each piracy interaction.
My personal opinion only: If Red Hessians are really revolutionaries, it would make more sense inRP asking Krueger to supply them with actual goods, such as weapons, munitions, ship parts, heck, freaking ore, or any other commodity a revolutionary faction needs instead of credits.
Maybe make them do a public broadcast thanking Hessians for "protecting" their base where the Military cannot/will not, and threaten them with it's destruction behind close doors, keeping Krueger by it's tail.
These are just a few ideas that RHA may apply instead.
