I don't believe Xoria wants it one way or the other, but wants SOME kind of resolution to this.

I say, No one over Lvl30 can attack anyone under Lvl30, regardless of ID, unless attacked by that player (50% shield rule).

Those under Lvl30 can attack anyone they choose, regardless of ID (within RP obviously).
