Good question there. Here's the answer you seek:

- If you happen to see someone that acts in a suspicious way, and you think it might have broken a server rule, make screenshots and file a report to the Admins.
Remember not to threat players with sanctions, or you will be sanctioned!

- If you refer to screenshots, I can advise you to download Fraps.
This program can make videos and take screenshots as well.
Also, you don't need to be in a official (or unofficial) player faction to do that.
'Camguns' are a roleplay-wise fictional equipment, and do not exists as an actual equipment.
They are mentioned in RP threads when there are screenshots linked inside of it.
