Becasue from what I understand is that you came to find the guy you were hunting and then while you were typing you did not say anything that the pirate RPed back. The pirate rather did not RP at all and shot you, thus breaking the rules.

All that to say, just because one party decides to roleplay, you can't always expect the other party to respect that decision and not take advantage of it.

You said you wrote things down and then he shot you. You said he didnt say anything to you.
It is HIS fault that you died, but also your fault for not moving around. Still, you had all the right to report him for not RPing before engaging.

Dont blame it on yourself for Roleplaying before you wanted to shoot. You are basically blaming yourself for following the rules.
