Looks like you've got to decloak away from your enemy and engage, which means not decloaking on their face, /1 /2 and engaging.
Hey, this also affects battleships that want to decloak on top of the helpless and the hapless. Well, maybe not, but I can dream.

As for smugglers, as long as you can spam CDs between typing, you should be fine. If you're serious about pirating or policing a border, this should be second nature already.

Nomads don't usually have a chance at PVP, you don't understand. Marduks have /no/ advantage in combat except for being big and slow. Even then they lose a lot of energy.
Set messages are damn helpful, particularly when dealing with farmers or intruders.
