Admin Notice: Hogosha ID clarification/fix

Good day.

Upon the next server restart, the Hogosha ID will be modified in order to prevent misinterpretation of the current line regarding piracy rights. The original line reads thus:

- Can demand cargo and credits from ships outside of Kusari house space, and attack them if they do not comply. Ships belonging to Samura are exempted from this.

This line was intended to be used in conjunction with the ZOI listed for this ID. However, due to the way this line is worded, it gave players the impression that these rights were sirius-wide. In order to prevent any more uncertainties around this ID, this line has been split and now reads thus:

- Can demand cargo and credits from ships within their Zone of Influence, and attack them if they do not comply. Ships belonging to Samura are exempted from this.
- Can not engage in piracy in Kusari house space.

The ID rework is still a ways off, especially now that the person spearheading this project has taken leave from both the Staff and Discovery. The new version of IDs are built around the notion of providing three sections of what the ID:

Can do in its ZOI.
Can do anywhere.
Can NOT do under any circumstances.

The community will be, obviously, given a chance to review the pre-implementation writeup of these IDs before changes take place.
Until then, please report any other problematic IDs and they will be fixed.

PS- To those wondering about a possible re-addition of Bretonia to the ZOI of the Hogosha ID - it was brought up and might or might not pass depending on a vote. If it does - you will no doubt notice.
