Admin Notice: Hogosha ID clarification/fix

- Can demand cargo and credits from ships within their Zone of Influence, and attack them if they do not comply. Ships belonging to Samura are exempted from this.
- Can not engage in piracy in Kusari house space.

Wonderful.. The exact same line that made the ID go down the drain in the first place.

I still think it's a LOT more canon if they're only allowed to demand the cargo if it's in violation of the Kusari Codex, whilst inside Kusari space. You know.. for the good of the Kusari citizens. After all, that's the only side the Hogosha are on (IF you paid attention to lore at all).
Outside of it, meh. It could use refining for use outside of Kusari space.

It'll get abused. Have fun with that.
