Doing this will force people to roleplay making them find out if the person they are roleplaying with is the target they are looking for, if they are who they say they are, this will make interactions not 30 seconds or 2 minutes long but 5 to 10 minutes long. This could stop alot of problems.
Isnt this rather pushing the opposite ? Asking for more will not result in less violations, or thats how things go according to my experience. Also longer interactions might make sense when a Wilde and a random player meet (I assume it is somewhat aimed at such interactions where one side wants to RP and the other doesnt). But then you got bounty hunting wich is already a lot of stuff to do, and when you have to have a 5 minute talk with every ciminal you meet will make even less people do it. I see no harm out of IDs beeing inRP at the moment. The idea to change Unknown IFF to whatever is needed can be done without making them ooRP, and those that dont want to RP with a Wilde wouldnt do it when this became a rule.
Added to that you bring the argument that this is an RP server, but RP is not better because it is longer. Quality is not always equal to quantity. I feel its very ooRP to tell every hostile I meet my story, I would never bother to do this in a real situation that is comparable to the ones in game.
