[solved]Power wont recharge bug

This is a case of the shield using all the power from the ships core regen. Use the medium or light transport shield and problem will go away.
The heavy shield uses 3000 power to regen and that ship only has 3000 regen.
There would seem to be no logical reason why that Heavy shield uses that much power when all other shield( even Battleship shield) only use a fraction
of that power. Just another quirk.
