I remember time ago about this, and I still dont understand it. In easy words:
Cruise Engines use diferent technology than cloaks, NO SENSE mixing technologies. For disrupting cloaks was implemented the Cloak Disruptor, so its time to leave Cruise Disruptors ONLY for cruise engines. Its really easy guys... dont go alone, group with someone who have Cloak Disruptors if you have Cruise Disruptors (or viceversa).
Just making Cloak Disruptors capable of disrupting the charge as well, would be perfectly fair, using a bit the brain you can use the cloak disruptor when you see a vessel starting it (the effect), it will be much better for those attackers, because you are leaving more time to the vessel to waste the cloak batteries and you will keep it uncloaked. (EDIT: Remember, capitals need 60 seconds for cloak, Cloak Disruptors need only 30 seconds)
About the CDing bug... yes... also have no sense to be capable to still disrupting a ship you cannot see... (do you have nomad mind powers? lol)
There are diferent equipments for diferent stuffs, DO NO MIX them, isnt fair. This just giving adventage in combat against Capitals who have not thrusters and slow movement.

- Cloak Disruptors (For cloak)
- Jumpdrive Disruptors (For Jumpdrive - Long time ago exist in Options a keybind for this, but not implemented yet)

About allowing to sell Cloak Disruptors in common bases and cheapest,.. lol, NO! As well some need to pay millions for a device, you also need pay millions for the same technology, no more adventages please. (Example: You pay 500 millions for be able to cloak, but i will pay just coins for avoid it? hahahahahaha, where is the fair there?)
