This will not allow RM indies to patrol O3 nor BAF indies to patrol O7 because that is still against the houses laws.

And you are wrong there.
As soon as an ID has the ZoI, every indie can do whatever he wants to do there.
You cannot even use FR2 because as long as the players adhere to the ID, the official factions have zero say. Your roleplay is not cannon, therefore every BAF indie can park a BS at the STU gate in O7, or any RM indie can part a Turtle at the CAM Gate in O3.
