Once again, from an actual context it's saying that I can fly untagged ship with the official ID and it will not break the rules. Also mentionioning possible internal faction rules in that case. You are taking a part of text out of context which is a wrong way to work with with facts. I've made my previous example to show how badly it can actually work out.

I am quite sure it says what I think. But even if not, other rules say it:

I. Process of making an unofficial faction or group:

1. Each faction has only one leader. The leader of the faction must also assign at least one second in command

2. Leader should choose an ID and IFF that all members of the group will use on their faction characters.

We had there sanctions for faction using more than ID after all.
