If someone runs from Kansas whilst in an engagement, you can still chase them. Dunno why Vespucci would have to be on there. Texas and Penny is connected to Kansas - yet it's not listed. If people shouldn't go there, it should be just Kansas, not including Vespucci.
In such cases, you should also request a line to openly shoot those in Nomadic space. Gate's nebula, Drake, Iota, 99, etc. But do keep in mind you're already trying to get a terrorist ID effectively.
Also, speaking of which, are the Xenos/Legion expecting action in Kansas?

Anyway, first of all, to let you know that I will tomorrrow really have a look on systems and what should be incluced and what shouldn't. Field work kills me and I barely see now so I'm gonna hit the bed after I get done with this response but I am aware that I should reconsider the systems.
I will try to keep ID as balanced as I can so I won't be putting more than it is now, considering the ID lines. Again, tomorrow but it will be done and I will put another notice.
We've basicaly got some old members back, and the faction will now be able to... split (only theoreticaly) into I think 3 smaller groups let's say. Each group will have it's goal and effect for the faction's general benefit and development.
With that being said, I will answer your Kansas question - it's a long story (but there will be more RP stuff on forums). If you are interested in the DSE case well, we will most likely use it to launch small expeditions in order to retrieve some of Synk's items from his past researches, back from the Cerberus days. I have yet to see what I can do and what I cannot because, it's not only me or my faction in that case but, it could be said that there will be lesser but some Commune presence down there.
