There is no rules against who you can bounty. It was an inrp gesture since no one can claim it anyways (need to be hostile to you). The only one they can conventiently claim on is "Estefania Casta" as that would make it an assassination bounty instead of a blanket one, requiring no hostile reputation.

9. The character registered on a board must be at least neutral to their employer, and hostile to the faction they are targeting in a bounty. This does not apply to assassination missions where the target is a single character. Board owners are obliged to ensure that the persons they are hiring have a suitable reputation. This means no hiring or paying people who would be hostile to you based on previous actions or non-hostile with the targets they claim.

Players flying an OC-ID, still required to be registred on your board to make a claim, were invited by the NC to go and break the rules as they were promised a reward (the bounty payout). Of course you can now say that everyone who'd have done this should've known they couldn't do it, yet you, as official faction, still invited them to do it.

For individual bounties (assassinations), despite that many factions ignore it, there's a special subforum http://discoverygc.com/forums/forumdisplay.php?fid=146 where I cannot find the char you mentioned listed as being bountied by the NC or at all.
