About starting in another place, would be a BAD idea. New players must be close to middle for allow them to explore easly all other systems around. Starting in a far away place, where nobody is... will avoid their desire to remain due the lack of activity.

Good to hear that you help them out, about your point above, since every new player would spawn there, there would never be nobody to interact with, that's the point, let them start at New Tokyo or New Berlin, there WILL be more players then no matter what.
