Red Hessian Army Regulations

By the order of Generalmajor Annabelle M. Heinrich the following context will be interpreted as law for those living on stations controlled by the Red Hessian Army or people travelling through Red Hessian Army territory.

Prime Definitions:

1. Hessian law is absolute within Red Hessian territory, and will be carried out with no tolerance. Failure or denial to uphold the regulations listed will render such an individual a traitor to the Volksrevolution.

2. [RHA] vessels will be the main enforcers of these regulations, SOA vessels in the Omega systems will act at their own discretion and do what they deem is necessary depending on the situation. However, the director of the SOA is responsible for any repercussions occurring as a result of the SOA agent's decisions.

3. Any and all who decline the legitimacy of these laws are traitors to the Volksrevolution, and shall be eliminated without mercy.

Effective Zones:

The Following systems are considered territory of the Red Hessian Army : The Omegas, Dresden, Stuttgart.
The Following systems are considered contested space, however, enforcement of RHA Regulations will not be excluded from these systems: Omicron Gamma, Omicron Theta, Cambridge, Frankfurt, New Berlin, Koeln, Hamburg, Munich.

The Following systems/Areas are considered restricted and all non-Hessian personnel will be questioned and asked to leave or shot on sight depending on the individuals affiliation, allies of the Hessians are not exempt from this unless ordered otherwise by the Generalmajor: Omega-54, Dresden, Omega-47.

The LWB are permitted to access Omega-54 and Dresden, however they are not permitted to land on Wiesbaden.

Planet Tangier and Planet Wiesbaden are highly restricted, all non-Hessian vessels seen near the Planets are to be eliminated without question unless authorized by the Generalmajor.

No individual or group is exempt from these laws, however, demands on SCRA, VWA, and Molly vessels should be carried out with more tolerance depending on the situation.

Outlawed products:

The following "commodities" are considered contraband by the Army, all ships carrying these materials will be asked to drop them. Any sort of refusal or hesitation from the smuggler will result in the smugglers death.

NOX
Nomad materials
APM Hardware/Arms
Cardamine of any sort
Slaves
Hessian or Allied pilots

Blood Diamonds and Minerals:

Any and all smugglers seen distributing blood diamonds through northern Rheinland MUST be escorted past Bering.

Smugglers hauling Blood diamonds in any form or quantity through northern Rheinland are NOT allowed to distribute them on Unioner bases.

Enemies of the Volksrevolution are NOT allowed to carry Blood diamonds in any form or quantity, and are to be killed without question upon contact.

Anyone seen dealing blood diamonds to enemies of the Volksrevolution, or vice versa, are to be considered enemies of the Volksrevolution and are to be killed without question.

The following parties are permitted to haul minerals through Rheinland and the Omegas under approval of the Hessians:

Any individuals not belonging to a party listed above, will be asked to halt and verify themselves. Depending on the situation, the individual may be permitted to leave or asked to empty his cargo hold. Individuals belonging to any parties at war or enemies of the Volksrevolution will be fined and asked to drop their Ore. If the individual refuses, they are to be eliminated without question.

Red Hessian Technology:

The following groups are permitted to use Hessian Technology:

The VWA| only
The [M] and Mollies
The SCRA| only
The [RHA] and Hessians
The LWB

Any individual of any party NOT belonging to the parties mentioned above found using Hessian equipment of any sort is to be eliminated. Any individual found selling Hessian equipment to a party NOT mentioned above, will be considered a traitor to the Volksrevolution, and will be eliminated without question.

Outposts and Installations:

Both Secondary Fleet and Primary Fleet officers and soldiers are obliged to report all installations NOT under taxation by the Army. Installations will be subjected to a monthly fee of either 50 million S.C. or 75 million S.C. depending on their affiliation. Corsair, Bretonian Law Enforcement, and Rheinland Law Enforcement installations will NOT under any circumstances be subjected to taxation, they are to be destroyed without question. The penalty for failing to report the location of a known enemy installation within Hessian territory, is death.

Major Installations such as the former Reutlingen Station, will be either destroyed upon their discovery, or subjected to a much larger tax. The Army will reserve the right to demand docking rights on ALL bases under taxation.

Any installations in Omega-47, Omega-54, Dresden, Omega-11, and Omega-5 are to be destroyed unless explicitly stated otherwise by the Generalmajor.

Bases belonging to Allies of the Army are NOT exempt from this unless stated otherwise by the Generalmajor.

Bases Currently Under Taxation:

Phoenix Base
Breuinger Station
Schwermetall Handel
Wolfsberg Depot

Foreign Warships:

Warships not belonging to the Mollys, LWB, SCRA, Hessians, and VWA within Hessian territory are to be eliminated without question.

Warships of ANY affiliation in Omega-54, Omega-47, and Dresden without the approval of the Generalmajor are to be seen out of the system or destroyed depending on the situation.

Warships are defined as: Gunboats, Destroyers, Cruisers, Battlecruisers, Battleships, Dreadnoughts, Carriers.

Diplomacy:

All non-listen groups are to be treated as enemies of the Hessians until proven otherwise.
