The Ravon Talon, a viable Xeno ship?

I'm coming from a sensible standpoint, make no mistake. What I'm saying is that this ship in particular would not be looked after any more than the Eagle. If he asked Wrath, Avenger, Hussar, Catamaran, Titan, I'd say, "Hell no!"

Problem is that the Infocard of the ship says: "Excellent speed (this one must be a joke), extended power capacity, and well known quality standards of IMG made this ship popular on black market.

The underground economy or black market is a market consisting of all commerce on which applicable taxes and/or regulations of trade are being avoided.

So tell me, is this ship in the black market or it isn't? Because the infocard says it is.

Also, I'd be happy if you showed me in the rules where it says that this ship is restricted.
