The rules are not here to be rules? That makes zero sense.

The rules are sloppy and incomplete. As I said that hurts the player. It's not hard to define rules better, and doing so is better for the players.

This is a good example, if it is illegal to use formation to cruise at 420 to either catch or evade, rather than to simply get into formation, everyone is served better if that is clearly stated in the rules. Not having clear rules is the reason for most of posting in this forum and most of the rules lawyering on the server.
