I'll see if I can find where someone said you couldn't e-kill at cruise on your way in to attack someone and then fire while still flying past at ~350, but I know it's been said.

maybe, but that's just what was said, it's not in the rules...
That's what Akumabito was trying to convey. These unsaid rules are fine when all concerned parties are
with the same viewpoint, but that's almost never the case.
If 2 experienced people have an engagement they might not use this tactic, but if others choose to there is
no way they'll get a sanction for that unless it's prohibited by the rules.

As for the cruise and catch up, it's not in the rules. But if you engage, then you should not use the cruise first
as that is considered fleeing, even if you were chasing the other party involved.
