Also, can you please elaborate on your specified example :

I would like to have some further explanation on CD-ing pursued player to get it killed with gunboat NPC patrol. I've been to such a situation a few times, but since it is not against server rules I have not reported it, despite it being pretty low of the chasers.

It seems awfully specific.
