Are outcast cap ships now open to any ID?

This whole thing is so incredibly stupid. The Outcast factions CAN control (in rp terms) the use of ships. Its perfectly fine to do so... we are (I believe) the ONLY criminal faction to do it however and I think that this is where people have the problem.

The Outcasts are a layered society this reflects that. You have to earn the respect of the powerful people (faction leaders) before you get the massive honour of flying a cap. Simple.

Its not just the 101st who enforce this... we RoS do as well. Since this has been initaited I had my personal cardi smuggler fired on by an indy battleship, who has no RP whatsoever. I think this adaquately illustrates the need for it, don't you?

Akumabito, this is not about "we are the almight awesome poeple in faction look at you stupid indy unerlings bwahahahahaha" this is more about... "there needs to be some good reason for these capships existing, 'I bought it' isn't good enough lets get them to work for it and better the community as a whole"
