The same way ships like the Civilian Carrier are balanced. It's a niche ship that's unusually good at -something- for its class (the Carrier offers something unique compared to other civilian ships, and the Arrow is the fastest ship in the game), but is otherwise very poorly statted.

If we were to add a ship with 500 m/s cruise, 300 m/s thrust, a miniscule shield, little to no hull and no guns or cruise disruptors, made just for people who want to go really fast, would you complain about that being poorly balanced too?

By fast you mean it turns fast.
What I would like to counter though is that usually larger craft carry more guns on them. Perhaps something heavier. Would you possibly consider the Arrow to be able to mount Class 7 guns?
Even the carrier offers a few things than just 1 specific thing.


Also your example doesnt make sense here. Again.... the Arrow is not "fast" compared to other light fighters. It TURNS faster.

Has the least amount of guns
