I do not appreciate having my time wasted, mister Aguado. This is the second time you cross our desks, and you've done little to improve yourself and convince us you should be allowed in Liberty. Your request form is identical to your last one and as far as the Navy is concerned, so is our answer.

However, since you already know that from the previous request, I have escalated this issue beyond the Liberty Navy. As it stands, the problem is out of our hands now and any further requests on this topic must be directed to the Government of the Republic of Liberty, not its military or police organizations.

In the meantime your ship will continue to be treated as hostile if seen anywhere in Liberty or its borders by the Liberty Navy. However, I sincerely hope you will stay away, as I do not wish to repeat our last encounter, which resulted in the destruction of your ship. Refusing to follow direct orders from the Navy High Command and opening fire on Liberty Navy personnel is not something we treat lightly.
