And you've answered your own question here; as you say that you use case to emphasise meaning. Meaning can be changed by emphasis on certain words. I trust I do not have to state examples.

Why are you claiming this is needed to squelch a problem that can't even be shown to exist in any quantity if at all?

Since the problem players, if they exist at all, can be moderated without targeting all the indies, what's the real reason behind this digging for excuses to shoot people oorp?
One more thing, I'd like to start a clan for any cap ships under KOS orders in their original system, a rag tag group banding together to survive. Some of those the 101st or the RM (I see more pirates in New Berlin than the RM though) have falsely declared traitors and driven out of their homes.
I'll soon have an outcast destroyer for a start.
