If you think about it, the Kusari Civil War wasn't very interesting since one side could not use Battleships. A house war is much more to everyones taste.
I think if Player inRP Consequences have no impact on lore or if player lore is retracted because the devs dont like where it is going then there is really no point really in asking factions to have any input at all or even having official factions, since at the grass roots of it they have no real power of influence over anything. As can be seen here.
The next installment of discovery is supposed to be called "Battlefronts"/"Battlefields"?, then by all means let us have battlefronts on all sides.
Gallia is kinda of like the Wehrmacht in its obsession of power, an unstoppable force that wanted to conquer all of Sirius. In the end they will ultimately be destroyed just like the Wehrmacht.
Point being if Gallia wants to bully Kusari around then let it do so and let Kusari respond in kind. If Gallia burns itself out then that how it should go, empires do no last forever they rise and fall.
If storylines generate activity then by all means we should have those storylines, I doubt anyone's roleplay will be hurt by this change of events. A select few here have too much power and they make it boring for everyone else.
Retracting Player RP / Lore is the worse kind of intervention any dev team can do if the RP itself makes sense.
