If you are roleplaying as an Outcast-affiliated merc, personally, I would tell you to get an Outcast ship. I got lots of flak when I first started my mercenary, back in the ol' day. IMG gunboat working for the Outcasts? I'm surprised I wasn't killed over and over again.
If you are flying a Spatial, perhaps you should use IMG weapons only. This would be roleplayed as you acquired a full ship, with weapons (no matter how bad they are).
For example, my mercenary Robert Fitzgerald has a BH Bomber and is hated by the BHG. Report? I don't really think so... It was the most suitable ship at the time, and I haven't pvp-whored up in it. Although I was friendly with the Outcasts, you don't see the BH bomber with Krakens and an Inferno. I use only BHG and Zoner weapons, so the ship was roleplayed as "stolen" with guns already. I haven't tweaked the ship out at all, so the attitude behind it isn't towards PVP.
