You are so wrong there. Ship locations are just as screwed up as weapon spots. Anubis on Planet Kurile, GMG ships on Rheinland bases, the Marsflyer in general...

It's not OORP if they bear the ID and IFF. It's nothing worth reporting because there is nothing to report.
If you can provide a plausible story involving a battleship being made outside of Malta, go ahead. I doubt anyone would believe you though. You can't just make a battleship out of nowhere in the middle of the pacific.
Just because they have the ID and IFF, does not mean they are in character. They might (and I have seen ships which) have silly weapons and other equipment. They might be lolling about in system chat, engaging nomads for "fun" and camping Manhattan. If I get a Rheinland Military ID, IFF and ship, yet kill Daumann traders, is that in character?
How about my rheinlander sits in Kusari killing Blood Dragons. Is that in character?
While you may say "report report you don't need to restrict everyone", the admins don't get every person. I personally have seen many of my reports go unnoticed (sorry Admins). Not every oorp person or rulebreaker gets punished, so the official factions in this case are trying to help out the admins. They are introducing people to the forums, and in some cases helping the players write stories for their characters. What is so bad about that?

Now here's a question. If the Liberty Rogues for example, decided to make restrictions on their Rogue Gunboats, would you complain?
If they decided that you had to register on a forum database to use the ship legally, would you complain?
If they had all the decision to decide whether you can peacefully use your ship, without persecution from said faction, would you complain?
This is happening all over the place, in many factions. Some are even more restrictive than the 101st. If you are campaigning for the rights of independents to play in peace, you MUST concern your arguments for all of the factions involved. Why? Well, independents in capitals are in every single faction. By only attacking the Outcast policy, it appears that you two (Nooblet especially) are disheartened that you cannot fly your ships wherever, whenever, however.
